Default '69 Steering Wheel Replacement
How do you remove the steering wheel on a 1969 vette?

Non Tilt.
Remove the horn button,
Remove the upper contact Screws,
Remove the screws that hold the wheel to the hub...

Tilt
Remove the horn button,
Remove the upper contact Screws,
Remove the lock star washer screws first marking location.
Remove the star bolt, and tele locking ring.
Remove the screws that hold the wheel to the hub...

I'm curious about something: When is a steering wheel puller required, if ever?

This tool is called a steering wheel puller since most cars had the steering wheel incorporated into the lower hub.

When it it needed? When you need to pull the hub to service the turn signal switch or any of the parts below the hub.
