I have an 81 A/T...Original R/12 A/C components. I don't know if it has ever been worked on. The pipe coming from the compressor gets cold. To the point of condensation. I’m not getting any cold air to the interior. Fan is good. Also, the compressor will not kick off. I was told that was possibly due to too much refrigerant in the system. I don’t know if this has something to do with it but the vacuum valve near the firewall for the heater hose doesn’t seem to be working. With the fan constantly running on “LOW” speed I can feel it blowing warm air. I think the hot air is warming up the cold air. Like running the cold and hot water taps together. The vacuum hose appears to have vacuum when the heater control is turned “OFF”.
Am I on the right track or did I get on the wrong train?
Yes! Even in Washington we have on occasion the need for A/C

your on the right track make sure the hot water shot off valve is working you might also have a trap door that closes off the heater core not working checking the valve is easy by bypassing the heater core pulling apart the dash is a pain but worth it if by-passing the core dont work you might want to do both for the best cooling do a search and you will find many topics on this

Check the vacuum tube at the water shut off valve attachment. Age and heat had caused mine to deteriorate and all I had to do to fix it was pinch off the end and reconnect. When I start the car, I can hear the evap. door close with a light thunk. If you can't hear it, check vacuum from the control to the actuater. If your compressor never kicks off, you're either under charged or your low pressure switch is bad. You need to hook up some gauges and determine your pressures.
