Need help troubleshooting Dewitts fan issue

Test 1) Engine heated up to ~220deg F and the fans did not come on before I turned engine off. I messed around with trying to ground the radiator in a couple other ways including installing a new ground wire to it and running it to where the fan ground wires are attached...no change. I could not get the fans to come on unless the temp sensor wires were grounded (yes the key was on acc). I turned the key off and messed around for a while longer. Before coming in, I turned the key on one last time to acc and both fans came on. At the time this happened, the radiator did not have a ground attached to it.
Test 2: Started engine and idled till temp gauge read ~230 then both fans came on. The radiator was not grounded.
I will try with the ground attached once it cools back down.
Any suggestions?
