If it has ever been driven with the P brake ON then it may have eaten into the rotor to a point that it will not come off. You will need a BFH (Big freakin hammer) to get it off.
Your going to cringe............brute force and a 20lb sledge.
You need to get behind the rotor, WHACK it, turn 180, WHACK, turn, WHACK...it will come off. Eventually. Others may use gear pullers and magic pixie dust, but I never have enough pixie dust.
ARE YOU SURE THE RIVETS ARE ALL THE WAY OUT?? I found out on mine that the rivets are quite a bit bigger than you give them credit for, from the pictures it doesn't look like the are out, just drilled.
