high blower HELP

high blower HELP
I have a 76 early L48 with fac. air. I have all fan speeds except the high speed. Key on, fan runs slow(normal) Then I do have speeds,123. But when I dial to Max, no high,just 123.I thought in Max you are suppose to get even higher speed than 3. Blade switches in the control are working (per test light) Fan switch (new), Blower resister(new), blower relay(new). In line fuse and orange wire good. Test light shows power to all wires. Everything works Except Max high blower. Matches Wilcox drawings and no burnt or smoked wires.
