Default IAC issue

So here goes... I removed the IAC one at a time and cleaned them with throttle carb cleaner. Then reinstalled the wiring harness connector with the IAC out of the TBI. Turn on the ignition, didn't start engine. Neither shaft moved or quickly extended out of the motor housing. No twitch or anything. I am assuming thy are bad and that could be why shes idling at 1200. probably bad. Is Replacement in the cards? If so what is recommended.

Trying to determine vac leak as well. Thanks.

Just going by memory here, but it's my understanding that the IAC won't do anything further until the engine is actually running (ie: the ECM getting Reference pulses from the ignition module). It should move a bit to settle the idle at some calibrated speed, and at shutdown the IAC pintles will turn to total closure, and then open up to a calibrated number of steps to facilitate the next startup. I'm assuming that the ECM still thinks that the IAC pintles are sitting at the previous shutdown calibrated opening, and is waiting for the engine to start being cranked.
