Default Parking Brake Adjustment

I found these instructions in an old thread on how to adjust the PB. I want to give it a shot but I am not sure about the first sentence:

After reading a bunch of articles this is how I've done mine.
Take up all slack in the lever (part that cable connects to on each spindle...spreads the brake shoes) with the equalizer.
I think that he saying to tighten the cable at the equalizer - but I don't see where the cable goes into a lever to tell if there is slack in the cable.
Can someone clarify this or show a pic?

fyi - here are the rest of the instructions:

Activate parking brake lever in car 14 clicks.
With star wheel turned all the way in...Adjust star wheel out (counting # of clicks) till rotor can't be turned (with excessive force) by hand.
Do other side the same # of clicks.
Release hand brake in car and spin each rotor slowly to check (listen with ear on rotor) if P-brake shoes are dragging. Don't be fooled by caliper shoe drag.
Back off star wheel 5 clicks at a time if shoes are dragging. One click is probably 1/4 of a turn on that wheel.
This has worked more often than not for me. Had to tighten the star wheel 5 clicks more once cause it wouldn't hold the car on an incline.

I read the first part as taking out the slack in the parking brake assembly at the rotor. I think the 14 clicks is incorrect, I recall the service manual saying 4 or 5 clicks up. I would be referencing a chassis service manual before piecing a bunch of internet misinformation together.

Here you go - 1969 factory service manual. I am quoting.
1. Place car on hoist and raise.
2. Remove rear wheels.
3. Loosen brake cables at equalizer until the parking brake levers move freely to the "off" position with slack in the cables. (I assume the levers mentioned are at the rear brake assembly.)
4. Turn the disc until the adjusting screw can be seen through the hole in the disc.
5. Insert an adjusting tool or screwdriver through the hole in the disc and tighten the adjusting screw by moving your hand away from the floor on both the left and right sides (fig. 35).
6. Tighten until the disc will not move, then back off six (6) to eight (8) notches.
7. Apply the parking brake two (2) notches from inside the car.
8. Tighten the brake cables at the equalizer to produce a light drag with the wheels mounted.
9. Fully release the parking brake and rotate the rear wheels. No drag should be evident with the parking brake released.
10. Lower the vehicle to floor.

The equalizer is under the car above the drive shaft. Its just a threaded rod on the end of a cable that you can tighten to take out the slack. The other instructions are to get the E brake shoe as close as possible to the inner drum on the rotor.
