That looks like a bolt holding the manifold to the head. If so, remove the manifold. Try the candle wax method (melt candle wax around the bold) and remove the bolt. I would try (dare I say this) vice grips tightened VERY tight on the bolt and remove it.
This shouldn't be a big deal. Welding a nut on there at this point seems to complicate the situation. KISS - Keep It Simple S....d.

I was thinking vice grips also. If that don't work, a reverse pattern drill bit, once it binds it will spin the bolt free.

if the intake is off ,you mite be able to put 2 nuts on whats left of the bolt .tighten the nuts together and try to remove it .it would be a good time to sand blast your intake and clear coat it .
You have a lot of bolt to weld onto and if you were going to pick a bolt to break, that would be the best one
I would avoid pulling the manifold just because you might end up with 3-4 more busted bolts when you're done but if you have the time, its got to be done sooner or later
