My 81 has an upper and lower cable the cruse control is not working and the control box where both cables tie together is making lots of grinding noises so I disconnected

You can purchase a speedometer cable for your model year without cruise control. The cable will reach from the transmission directly to the speedometer, thus eliminating the cruise control. However, you will need to remove the speedometer from the dash to access the back of the speedometer for cable installation.
I have had two 81s and I can reach right up behind the speedo if you take the AC vent duct out at the bottom. Most of the ducts just pull right out, no screws. There is a little tab at the back of the speedo. Just push it towards the speedo and the cable will pull strait out. It is a little tight but very simple.
