I found this bracket in the storage compartment of an 82. What is it and where does it belong?

Mounts steering column to the firewall (engine compartment)

It holds the lockout cable running to the transmission. If correctly installed with cable you can not remove your keys until the car is either in park for a A/T with the steering wheel locked or in reverse for manual.

Also holds a clutch return spring on a 4 speed car,,
