Down under the dast, there should be 12 wires coming from the body harness and connecting to the long flat connector on the steering column. (You may have to disassemble the shroud under the column and move the cross over AC duct out of the way to get at it).
The third wire from the end is black. They go black, pink/black stripe, black, Lt blue, ... ect). This wire is always hot. If you can reach in and ground this wire and your horn blows, the problem is somewhere in the column.
