help why would someone do this and how do i fix it ??? it looks like it goes to the AC compressor. I have no idea why they would do this

interesting thing is I don't see the other half of the connection. Not sure what the heck happened to that.
It must of looked like crap just hanging there so i bet he got rid of it to make it look clean and professional

The 72's and 73's have a super heat switch in the back of the compressor. When the switch sense's overheating in the compressor, it sends power to the limiter, which blows a fuse in the limiter, and cuts off power to the compressor.
When you are first charging the compressor, that is the proper procedure, to bypass the limiter. But my guess is that either the super heat switch is bad, and constantly blowing limiters, or the compressor has been replaced, and the new one does not have a super heat switch - in which case, the previous owner did the un-Bubba thing, and saved your wiring harness. Bubba would have cutout the connector, and spliced the wires.
If you still have the super heat switch - a wire coming out f the back of the compressor - then go to AutoZone and get a new thermal limiter, and see if it blows. If it does, but your AC works fine, and compressor is not overheating, you can replace the super heat switch, but you will need to evacuate and recharge the system to do so.
*Edit* - there are plenty of limiter on eBay also - look for part 6551258
