Default speedometer issue

Here's what's going on. First I did search for speedometer issues but couldn't find my problem in specific. 82 with 120k. Speedometer is bouncing from 60 on, below that it's steady. I pulled both cables cleaned and lubed. After I cleaned/lubed the lower, I attached a drill and ran it to 80, bouncing after 60, then I cleaned the upper and attached the drill to the upper cable only, same thing. Question is, could the speedometer go bad just after 60 , is this what some know as demagnitized or does it sound like it's still a cable ? And honestly I'd guess these are the original cables but I don't really know. When I cleaned them they weren't full of dried grease, just dirty lube, no kinks or melted spots either. One more thing, when the speedometers running in the bounce zone, it I hit a large bump in the road the speedometer will bounce for sure..

sounds like the issue is internal to the speedometer

Same thing was going on with my 80 a year or so ago and soon after stopped working completely, luckily I found a complete speedo/tack off ebay and won it for 35 plus shipping and everything worked perfect again.

I drove it more today since lubricating the cables and it seemed to have less bounce, but it's still there and only after 60...I'm thinking speedometer also, unless the cable has internal wear and the higher rpm's if the shaft is still binding..start replacing parts I guess.
