Default Vacuum leak update and additional question

I bought a hand vacuum pump and gauge this morning. I have also been consulting with the write up about head lights from corvette-101.com. The Acutators hold pressure so they are fine. I know my check valve is bad, because air can be blown both ways through it.

I think the relay valve has gone bad. According to the test I read, if you put the vacuum pump on the yellow port (middle port) and block off the green port (bottom port), it should hold a vacuum. Mine will not, so it must be bad.

Is this accurate?

Would a failure of this type be severe enough to cause the engine to run horribly? It hardly will idle and really bogs down at 2000 RPM or so. I guess if the leak was severe enough, the fuel air mixture would include way to much air for the engine to run correctly. But it just seems that the headlight stuff is pretty far away from the intake manifold and there is a lot of stuff in between (air tank, filter, etc.) Have I found my engine problem as well?

Disconnect the vacuum hose from the intake manifold, and plug the port. This will isolate any possibility of vacuum problems in the headlights. If the car runs better, there is a leak in the light system somewhere. If the car still runs poorly, the problem is in the engine somewhere.
