My '80 spring had clamps (the bands you mention) around it and it is very original.
My original spring did not have clamps.
The one I ordered did come with clamps.
I don't remember if I removed the clamp or if its still on there.

I know this is an old post but I just picked up a 78 corvette, the bolt shown in OP's first photo. What is that called, is there a replacement kit for just that? I have looked but am only coming up this a whole suspension kits for sale and not just the bolt. My bushing are worn pretty bad (cracked/crumbling) and I wanted to replace the two rear bolts but I can't seem to find just the bolt/bushing assembly.
Seriously, you should start a new thread with a question like this. For one thing, 79 and down have a different setup than 80 up.
However the outer spring bolts I believe are the same. Yes those bolts and bushings are available from most every Corvette vendor. Often in a kit with new bushings and washers. They are a 9/16th's hardened bolt. Not at all hard to find in stock length and longer lengths for lowering the car.
