Second series 600CFM Model 4150 2 idle circuit with NO power valve protection (check valve), dual feed missing the original Mechanical choke. Early 80's. The smallest of the Holley list #'s 4776-4781 add 50cfm for each number increase.
These were the bread and butter of the early duel feed, double pumpers.
Just order a rebuild kit, and rebuild it. Look up the specs on Holley's website and try to order the parts to bring it back to stock, who knows what other horrible things have been done to this poor carb.

Yeah, most Holleys I've had started easily without a choke. The drawback is not having a fast idle.
I have a 750 with no choke or choke tower. A couple pumps and it will start on the coldest day and your right foot makes a great fast idle. Mine was a wreck thanks to some goober that had no idea what he was doing. I went back to 750 cfm factory specs and it runs great.
