I have no control of temp coming from the vents. I figure I probably have a lack of vacuum at the water vave. I found the off white yellow vacuum line and tried to trace it to the valve. The hose is looseand not conected to anything. But it does have vacuum.
I cannot find a water valve. It looks like someone took it out and patched the hose with a nipple and hose clamps. The picture is standing at the right fender looking dow n with the heater box to the left. Is this where a valve should be?
What model year? Not all factory AC cars have the shut off valve. If your car had one, the assembly instruction manual (AIM) shows where and how it mounted and lists the original part number for the valve.
The water valve on my original owner 1970 is closed only when when the top selection for air conditioning is used which re-circulates air from only inside the car. The water valve is vacuum operated/powered and is controlled by the re-circulation of interior air selection when using the air conditioner.
Control the engine coolant heating up your heater core by disconnection of the heater hoses and use a U fitting to connect the two hoses. Coolant flowing through the heater core does help in engine running temperature some since it is a constant flow.

What year is your car - my '78 has that color of vacuum line - valve is located where the nipple was put in. So you could have a vacuum issue since the off white vacuum line not corrected, also your AC is not working correctly since the hot water valve gets shut off when you turn the AC to "high". This is all based on if your car is close to being a '78 - since there are changes thru the years.
