Default 1982 CE Front Spoiler

The piece under the front bumper that I think is a air dam is sagging. Only have about 1" or less from the rubber strip to the ground. Can I pull this piece up with some kind of strap or is there a bracket that holds it up to have more clearance?

The center point of the panel fits over a metal tongue on the rear of the bumper brace. The tongue keeps the panel from deflecting downward at highway speed.
