brian, you can probably hear it. i'm assuming they're complaining of an exhaust leak when you say in your y-pipe. if the exhaust pipe has a leak, it will almost sound like a 'tick' when running.
i doubt that you would be allowed to pass without the pump if they said something to you about it not being hooked up. i'm also assuming that the 'inspector' has to do a visual inspection, hence, noticing the lack of the pump. if so, i doubt they'll even run the test if you don't have the required equipment. really stupid law--doesn't matter if it's clean enough, as long as it has all that stupid equipment.
You should be able to do any Bubba fix that takes your fancy to stop the leak. As long as the hole is bunged up they should pass it. A common trick here is to use an old beer can wrapped around the pipe with a load of exhaust sealer under it & held on with a selection of large hose clips. This is usually done as a temp fix to pass the annual inspection, but always seems to still be in place the following year :)
Patched the hole...should see in a few minutes how it worked.
Also, for all of those that offered sugestions on how to get my drian plug loosen, thanks. Just got it with a alot of spray and a bigger ratchet...only took my 2 days!!!
