Not the easiest job you'll do but, yes it can be done.
There was another member that recently took one apart to restore to like new condition. Maybe the search option will lead you to his thread.

Willcox is the most likely wiper expert but this may help if it's only the wire.
The first few pics should give you an idea of what needs to be opened to repair that wire. The one shown is off a 72 (or possibly a mack truck, never know with this car)
