i had the same problem with mine. i don't know what the little thingamajiggy is called but there is like a little centrifugal(sp) weigh on either side of the seat hinge. not sure how these are supposed to work as i never knew they were there until i couldn't fold my seat down one time. since it wasn't important to me to have these in place, i removed the seat and pulled the bottom cushion out. once thats done, you can remove the three screws on either side of the lower hinge. once you get that apart you can look inside the hinge and you'll see a metal weight incased in plastic. this plastic is broken and jamming where it shouldn't. just break it out and replace it, or not. :smash: :cheers:
