No for the drivers side , yes for the passenger side.
The passenger side is relieved for the AC vent actuator.

Thanks much I found an original one near me .I noticed on the one I found that the little open bars that you show to cut out go the other direction .
Also I am looking for the piece molded in the left rear fender where the exhaust bezel goes on a 68 or 69 .my car had side exhaust and I am returning it to rear exhaust if you know of any one that makes that piece .I had an old fender for the right one .
