So I own a 79' corvette with the l48 small block I want to rebuild it for a little more horse power then turbocharged it...but the catch is I need it to be C.A.R.B. complient. If there is any help or a parts list that some one can offer to make this happen please let me know.
Turbo engines need to be built to turbo engine requirements. Building one then running it NA for awhile will not make you happy.
What is you power goal? What is your budget? These 2 areas is where you need to make decisions first then you can go forward.

Ok well I dont need the turbo it was just an idea because I was afraid I couldn't get to my goal of 400hp-500hp with the limited selection of carb compliant and emissions friendly parts. With that said I'm not necessarily working with a budget but I Dont want to spend more then 5k on say a new block and crazy performance parts I just want to reach my goal within a reasonable price...so I'll be reusing my current block and carburetor to save money and stay compliant. Shark gave some good advice and any you can offer is greatly appreciated.
All of that said, I haven't smogged it yet but I have little reason to believe it will do badly. the previous engine(with just a bit more cam) passed the biannual smog easily since 2004.
When will you be due for another smog check? I'd like to see how the motor does.
This thread makes me feel better since I'm looking for a c3 and thought I had to stick to a 75 or older, but looks like that's not the case.
If you're doing a complete rebuild - and with the original block, then by all means build a smog legal 383 ! ( roller cam and AFR heads )
Build for max torque and match-up the rear gears and torque converter to the powerband.
You'll have "tire-frying / Corvette power", just like the proper engine should be.
I have a set of AFR Comp. package 210cc for sale if you are interested. Purchased in 2005 and put no more than 10,000 miles on them. They have 76cc chambers. I paid 2000 for them.
