Engine Block VIN Decode help

Can someone decode this real quick? Its a big block, not from a Vette though. That's all I know..T04020LB

The only info I can find on the LB suffix is either 1965 396 325hp w/ a powerglide or 1969 427 335hp w/ a manual trans, Unless its a CLB, then a wide variety of 71-72 396-402 engines from 210hp to 300hp

Thanks - it could be CLB. This would make the most sense from what the owner is telling me.
