Just sitting on the shelf, a battery should have 12.6 volts available. When the car is running, I look for about 14.2 volts, that tells me it is charging. Don't automatically condemn the alternator, it could be a loose wire, loose belt, even a bad ground. I think most parts stores will do a free charging system test for you.
