would low float cause both problems?
My carb was rebuilt by an "All American" place in Florida to stock specs. Everything is rebuilt and stock except the cam is what would have been in a 350/300 horse 69 or 70.
I currently have the TCS bypassed (vacuum hose straight from distributor to carb) but it ran the same before I did that.
To start with - I got my car back from restoration last spring and it was idling high at stops -1200 or so. My guy took the carb apart and found the float was sticking. He replaced the float - can't remember what kind he put in now - and set it to stock specs.
First problem-
It really does not run well above 3000 rpm in 1st 2nd 3rd to the point that at times I can't even get the rpms much over 3000 when it's warm. I just get sputtering.
Second problem-
When slamming on the brakes, even from a speed as low as 20 mph, the engine will die if I don't give it gas, but giving it gas does work to keep it running. Today I saw the yellow light and figured why push it, so I pushed in the clutch, pushed in the brake, came to a stop and saw my rpm's were at 0. It started after 3 seconds of cranking with no use of the gas pedal.
I've read posts on each issue, but I just thought I would run it by you guys since I'm having both.
I'd like to hopefully save him the time, and me the money, of him having to experiment on what it could be.

Does your mechanic seem knowledgeable about Quadrajets?
Your current problem, you first have to rule out ignition before blaming the carburetor.
Can you check the dwell angle and timing?
Can you check the condition of the cap, rotors, and wires?
Have you checked for any disconnected vacuum lines?
