Passenger head light will not close

Passenger head light will not close, drivers side works just fine .
Any Ideas were to start. 75 C-3 Thanks
And it wont push down easy, feels like it will brake if I push it?

You can manually close it by reaching up from the underside.Hard to explain someone will chim in and clearly explain it

Thanks , I tried that and I pushed on the rod with the boot on it and it went down ,sounded like it exhausted some vacume , You think some lube on that would help , switch below dash is that for both lights or is there one for each light????
