So I decided to change out my tach board and switch to led lighting. I also know smoke was coming out from the dash one day. So I wanted to look at that. After taking it off I saw my wireing harness was burnt all up. Everything works besides blower motor. Could be that. Just wanted to check and see if anyone knows what wire that is

You'll likely get a quicker answer if you post what year your car is.
It would be really nice if members (especially those that are seeking help) completed their profile so that we at least knew the year of the car.
The light blue wire is a warning indicator for headlamp opening and door ajar, and a wire to the wiper door relay on cars so equipped. Something in a high amperage circuit has shorted. Probably not the blue wire-I would think that a wire of that gauge would have melted long before the harness cooked to that extent. Since you say the blower doesn't work, I would start there. But you also have to unwrap the harness and repair any damage that has occurred at the pictured area.
That tape wrapped around the connector doesn't appear to be OEM. Check that for a short.
Thank you guys for your help. I usually add the year to the title because I'm always on mobile. Switched to full site and got it put in though I know how annoying that can be. I've been on alot of fourms over the years. I'll look into it more tonight and tomorrow. I'll update then. I felt like it was the blower motor as well. But with the wire being so small I didn't think it was the case. I'll check it out though
