72 Hood release handle won't come out

72 Hood release handle won't come out
I want to replace the hood release handle without removing the bracket. After I remove the nut/stop at the end of the wire and pull on the handle, it only comes back about 2 inches and stops. Do I just need to use some muscle? Don't want to break something and I don't want to buy a new handle until I know I can get the old one out safely.

Give it a tug
The cable has no other stop on it except that fitting at the end. Chances are (if it's anything like mine was) the cable is bent/deformed where the fitting was clamped on and that is getting caught on the entrance to the cable sleeve.

above the kick panel. I can't get a wrench on the because the back side of the vent is in the way so feel around up there

PIA to get at but possible if you use the blind approach
There are two bolts, quite close together, I stuck them into the holes here to give an idea of here they are behind that vent tube
