Did the original 76 c3 have a manual choke? I have a manual choke, but there's no cable attached to it and i don't see a **** anywhere on or under the dash. For those that have a manual choke, do you have a choke cable? Or do you just leave it wide open all the time? I have some issues starting mine wide open.

As the guys above have already said, the stock set-up was the hot air style. It has a round housing on the right side of the carb with a black plastic cover, and a steel tube running from it to the intake manifold. It's automatic, so there are no controls in the cabin.

Give it two pumps then crank it with a CLOSED throttle. The closed throttle will force the incoming air to pass between the throttle plates and the bore and super-atomize the mixture.

Appears you have a manual choke that is not hooked up to anything, as you've indicated by your initial discription. If you want the choke to be operational, you'll can install a cable to the linkage that looks to be mostly there, or could get a kit and convert it to an electric style.
My comments above about the hot air choke are accurate for a stock caburetor, which was a quadrajet, and intake, which was cast iron. You have a Holley so the hot air set-up is not relevant.

Ok thanks. i am thinking i have a fuel issue. I never needed to control the choke before, it would start up. I checked all the spark plugs for spark, everything looked good there.
Check for vacuum leaks around the intake and carb, and then maybe check your timing. After that, maybe look at the carb itself, beginning with the fuel filter etc.
