I found paperwork that states "install rear spring cups with lowering bolts"...that's it. Leafs have a couple spots I can see a very small amount of surface rust so I'm assuming they're steel. 6 leafs.

I know this is old but I just replaced my rear shocks on my 77 and I am incredibly satisfied with the change and I replaced Bilsteins
I had Bilsteins Sports on my rear with the single leaf composite. One of the bilsteins gave up and the car sat uneven with one side lower than the other. I never really liked how much the car bounced on certain parts of the highway so I was on the hunt for stiffer shocks and the guessing game of what I am going to like
Then I found the QA1 single adjustable shocks and was amazed at how much better my ride became. The adjustable part is literally a *** I can turn with my hand with 18 settings and all i have to do is reach behind the tire and turn. No more guessing before purchase at how stiff you should go and then regret it.
I am not even halfway to the stiffest and the ride is already firmer than the Bilstein sports without being harsh. The car drives like a dream.
Even better they sell the shocks at different lengths so you can adjust your ride height AND there is also a dual adjustable shock if you are interested on doing gritty track tuning.
Switched my 71 big block with 360 composite to Bilsteins & thought I went to heaven. Not only in ride, but better control of the rebound. My head doesn't hit the roof anymore !

The question from the poster was the best. Bilstein is a middle contender and it would be a downgrade. As shocks go. AC-Delco, KYb gas adjust, Bilstein, Koni, QA-1 single adjust, then on top is the QA1 dual adjust.
Adjustability is the key. Koni is the first in that line up with 3 way adjust. I personally use QA-1 dual adjust coil over shocks for ride height ability on the front and QA-1 dual adjust with a custom rear mono spring rear.
Since you are new (maybe?) to vettes. The rear spring end bolt length is how you adjust the rear height.
This is kind of my front setup. speed direct sells the springs for $50 a set or so and they come in 50# increments. I would get the 550# even for a small block. I use 600, 650, and 700 pound fronts.
