Default Headlight question

I just bought a 75 vette, when I turn on the lights the red headlamps light comes on and when I turn them off it goes out. Is this a normal thing or is there a problem somewhere. The lights come up fairly fast, but go down slowly.

The lamp should only stay on until both headlights fully open and then it should go off. If its staying on when the lights are open then theres something wrong with it.

There is a warning switch mounted to each headlight bucket.
One of them has probably failed or there is a problem in the wiring
to them.
I believe they are GM discontinued but have been reproduced.
Zip products lists them as catalog no. ES-312 at $19.50 each.

The headlights were not going up & locking in all the way. Now that is fixed they will not go down when shut off. I have to reach under, pull on the springs & then they will close. Any ideas what is wrong? Thanks
