Couple of questions....
L-48 or L-82?
Rear gear ratio?
4-speed or automatic?

I would suggest cam or heads if you have a 3.38 or (numerically) higher gear ratio, otherwise consider the gears. Also depends on the condition of the engine and rear end. If one or the other seems questionable start at that point.

Check my website to see what can be done with an L-48...running with the LS1s all day and very streetable.

I would change heads and cam.. Those are the mods that give you most horsepower in return..
