Default BB Timing Cover Leaking

The heads are off my '69 427 so there is better access to all around my engine. I notice the front of my engine is grimy, behind the cover, top to bottom. I assume my timing cover is leaking. My oil pan continues to get grimy too.
I do not know if it is loose bolts, a bad seal or a bad harmonic balancer seal.
I searched the archives and read a bunch of old post but most applied to ths SBC.
Should just try to snug up bolts or can I even get to them all?
Is it easy enough to remove the fan, pulleys, etc to remove the cover?
I see where some say you wont be succcessful with a new seal unless you get the pan down?
If i have to drop the pan, is it easy enough with the engine in the car? (Pwr steering car)

You're hard pressed to remove the balancer without raising the motor (the balancer will hit the crossmember) to replace the balancer seal itself.

Replacing the pan/cover seal you'll need to drop the pan, not bad once you get the steering linkage out of the way.

The cover/block gasket might be doable but again, without removing the balancer you'll be trying to clean the old one and sneak a new into a pretty tight space.

Check the bolts for snug but if you go farther plan on getting in a little deeper than you think

Before it's over you may wish you pulled the engine to start with.

You might want to clean the front of the engine off with a power washer or something like that so you can see where it's leaking. It could be from the front intake manifold gasket or the front of a valve cover. Might be power steering as it's really hard to fill without spilling some. Find the leak first. I have changed the pan gasket on my 69 BB and it wasn't a hard job. If I remember right I just removed the 2 bolts out of the idler arm and lowered it a couple of inches. If it is the pan gasket, do yourself a favor and use one of the new one piece gaskets. Good luck with the leak.
