In what year was the header for holding the pop up headlights changed so the dimples no longer occur from rusting rivets? What was changed to eliminate the dimples from forming?

1968-1972... The bonding strip was riveted to the header panel.
The change in the way the reinforcement was installed occurred in 73, at the same time they switched from fiberglass to SMC (sheet molded compound), for Corvette body panels.
I don't know that the switch to SMC, had anything to do with how GM installed the surround reinforcement though. More likely, the change was made because it was cheaper to glue it in, than installing it with a dozen rivets.

They are not a big deal in most cases. My 70 has them and it doesn't bother me at all.
