Default Bogging and rough idle

Hello all, filled the 1980 up yesterday and now it seems real sluggish and boggy.Idel seems low but still sits on 700 like it used to.I got to looking at the carb and noticed this larger fitting has nothing attached to it. Is this right ? Any help or other possible causes will be greatly appreciated.

Believe it goes to pcv valve, just filled, but sounds like lousy gas or water is possibility.
Good luck

Thanks for the reply, It might be gas, just filled up the tank and poor performance started. I will try some super unlead and gas treatment. ,before I go twisting idle screws. Does this sound like a right direction to go ?

I think it leads to the charcoal vapour canister and the pipe at the bottom centre is for the PVC.
