I am at the paint stage and very close to getting my 1970 coupe back to driving condition. The only concern is that it now has a 2010 LS 3 motor in it. It was last registered in 1985 and has been sitting until we received it in 2009. Ownership has already been transferred. Will this still be exempt I wonder?

It should be exempt still, unless there was no vin on the car for the DMV to verify and they made you register it as a specially constructed vehicle
The bill passed another hearing. I'm not sure when this change was made, but I guess it only applies to vehicles with collector insurance, and the exemption will expire on January 1, 2019. I haven't been paying close attention to this bill lately so I don't know if this is old news or a recent change. With that expiration date, it seems kind of pointless to me now.

I suspect, if it passes, that they're doing it to evaluate the impact and would renew it. Otherwise, it really would be pointless.

Thank you for your message regarding Senate Bill 1239 by Senator Ted Gaines. I appreciate hearing from you.
SB 1239 would have expanded the smog check exemption for pre-1976 model year vehicles to include any vehicles manufactured between 1976 and 1981, if the owner can provide proof that the vehicle is insured as a collector car.
As you may know, SB 1239 failed to pass the Senate on June 2. It received only 18 “aye” votes, three votes short of a majority. With the exception of one senator who was out ill, all the senators who opposed or did not vote for the bill are Democrats.
I supported SB 1239 on three separate occasions. I voted for it as a member of the Senate Transportation and Housing Committee on April 19, as a member of the Senate Appropriations Committee on May 27 and finally on the Senate Floor on June 2. SB 1239 simply recognizes that most pre-1981 vehicles constitute a very small portion of the overall vehicle population and are well-maintained and infrequently driven. I wholeheartedly agree that it is wrong for the state to continue to scapegoat these vehicles and their owners as a reason for California’s air quality issues.
I believe SB 1239 provides a fair and environmentally sensitive pathway for the “older car” hobbyists to pursue their hobby and should have been approved. If Senator Gaines reintroduces the measure again, it will have my strong support.

Could be mistaken but if all passes you still get checked to see if all the emissions stuff is there and can pay 200 to skip the actual smog check
So air is cleaner for 200 huh....the collector ins thing is a real noose.
Step forward but how does it allow us to drive em any more and those missing emissions pieces STILL have to hunt them down and have em on the car. I dunno..see what Mr Brown does.
Someone needs to relay the message of getting a few million illegals off the road theres your smog problem improved! How many really keep their cars right? Dont mean to sound harsh but theres a lot of truth to it.
