Default T-top Hardware Question - '82

I'm cleaning off the old weatherstrips and adhesive on my tops to prepare for new rubber. One of the tops shows a little rust around the channel above the window, and one of the screws in that area is sitting too high. The head has been broken at some time in the past, so the only way to fix the height issue will be to replace the screw. Does anyone know what this threads into? If I remove it, will something inside (under the channel) fall out of place?

Right after posting this, I decided the screw had to be removed, no matter what. Don't know why it was broken, I used vise-grips and it didn't take much force to back it out. I see a piece of threaded nylon through the hole, but can't tell if it's a nut or a strip. Anyway, it seems to be held in place somehow, so hopefully I can just install another screw.
