Default smog/air system

Can I remove the SMOG/AIR system from my 77 L82 with out effecting
performance?

Do I need to do anything beside plugging the holes in the exhaust manifolds?

keeping it removing shouldn't affect performance imo just make sure you do things right. The smog components due little to take from performance of car but be wary some states require you get inspected for smog and some EPA checkpoints out there making sure cars have required components. if you want better performance go with a dual exhaust set up.
