The vacuum gage has a flutter to it and does not read steady. Seems to be using oil especially at high speed. Some plugs are fouled some are not. Maybe valve guides?
Flutter can be caused by a number of things. The oil usage could be valve guides or rings. Have you done a compression test? What year car, which engine, how many miles on the engine?
LS IV and the valve job done in '95. Might have easily got a shoty valve job though. Compression reads good at 190 all around. Would a leak down pin point ?

How much of a flutter? If some of the spark plugs are getting oil fouled you almost certainly have piston ring or cylinder scoring issues.
Well yes it is questionable whether it is going out various gaskets but I doubt now that it is going through the seals. Thanks for your help and feedback, I will do a leak down and see what that turns up. Thanks again!
I just performed this test on my car because I had the same vacuum gauge flutter at idle.
Connected to brake booster hose to intake manifold = Flutter
Connected to manifold vaccum port on carburetor = Smooth
For me, this was a good discovery.

I plugged into the carburetor base from the vacuum line that goes to the distributor. That should be a good reading there. It flutters about the width of the needle. Some dirty plugs probably but I'm still checking into the cause for that.
