I just fixed this today (I actually found the answer by searching).
Do your hazzards blink? If so, your problem is probably your flasher for your turn signals. It is located under the passenger dash (on my '69). It is a little blue can with a capacitor in parallel. Cost about $2 from your local auto parts store.

All the running lights are working, but neither the left nor right signal will "blink"
