Default Carb Idle Circuit vs Primary Circuit

I have seen comments that the primary circuit of a carb does't come into play until 1800-2000 rpms are reached (under steady cruising condition) on a QJet or Edelbrock carb. Below this the engine is running on the idle circuit. Does this mean that the primary rods and jets have no effect on fuel mileage in steady cruising unless speeds are above 1500-2000 rpm?

My particular carb is a Street Demon 625 on a mild Olds 350. With a 2004R transmission I am only turning 1700 rpm at 60 mph.
