I think that's a stock switch minus the integral bezel. The switch is strange to remove. It sort of clips in at the top rear. There is a bracket at the inside bottom of the switch and at the end of the bracket is a screw that goes into the dash at an odd angle. That screw is not easy to access for either removal or replacement.
Well, that's a pain to replace a semi-intermittent switch failure.
What?!?!? You drive your vette in the rain? (j/k!)
If I remember correctly, I was able to remove the speedo cluster in our 79 without removing the steering wheel. I did have to 'lower' it slightly by removing the two bolts under the dash and two bolts on the interior side of the firewall, then let it hang down a couple of inches, supported by something so that it didn't drop too far (puts extra stress on the firewall if you just let it 'hang'). Good time to replace the light bulbs in the dash if you have any burned out (we replaced them all with LED replacements the last time we pulled it out).
P.S. This is with tilt steering also, so that helped get the steering wheel out of the way...

Yes, that it is! It looks like someone tried to remove yours from the front...
And yes, if you have a tilt/telescope wheel you can remove the cluster by only taking out those two front mounting bolts for the steering column. With the wheel tilted down and fully telescoped the cluster removes with reasonable ease. DO follow the advice of replacing all of the lamps in the cluster while you have it out. Check your manual as there are two different bulbs even though they look identical. The general illumination bulbs are 3 lux, trade #192 and those for indicators (like "BRAKE") are 2 lux, trade #194. If you use 194s for general illumination you'll say, "The gauges are too dim." If you use #192s for the indicators you'll overheat the lens and/or housing.
My steering wheel tilts but doesn't seem to tilt unless there's a lever I haven't found yet.
I guess I can try it soon and I like the idea of LED bulbs, any suggestions on which to use to replace for which? I'll grab the manual and get the counts necessary.

If you have tilt you have telescope even if some owners don't even know that it exists. You'll see a little lever that runs through a channel just behind the steering wheel (at the top). Move the lever left (counter-clockwise) and you can move the wheel in-and-out.
Do some more searching about LEDs in the dash. Some like them and some don't. Those in the "don't like them" camp (like me) cite harshness, glare and lack of decent (or even any) dimming ability as problems.
One more thing: Be CERTAIN to test your new switch for proper function before installation!!! I had the same problem with mine (intermittent wipers worked intermittently). The replacement switch I received has the resistor (that determines interval length) in the circuit everywhere EXCEPT the intermittent position!!! I didn't check mine first and wound up having to replace it again. I returned the replacement and used the original after some cleaning.

Holy Crap! I saw little lever and it was dead center of the wheel between the "spokes", it looked decorative. I spun it counter-clockwise and bingo. I'm glad you pointed this out though, looks like it wasn't in full "locked" and if it moved when I was driving I would have had a duck.
Use the instructions above to remove the switch.. Once you have the speedo tach housing out, you can reach behind the dash to remove the switch screw. Just be careful when you put the new switch in place, the small screw can strip out and if you think getting the switch out is hard, you'll really think bad of the switch after you repair a stripped hole.
