It is the vacuum override switch for your headlights. It opens and closes the headlight doors without turning the lights on (provided your engine is running or you have enough vacuum stored in the reservoir can of course).

FWIW: order an owner's manual for your 80. There's a world of valuable information in the owner's manual, including the head light over ride. Takes about half an hour to read through it.
