Default cooling system

I'm having trouble getting coolant into the engine in my 69 427 with AC, filling at the tank and with the heater hose open at the intake, note system is totally empty new radiator etc. I can't add anymore coolant due to the tank not emptying. suggestions please. Thanks, I can run the engine and it still won"t empty out of the tank, I would think if It has an air lock it would escape through the upper intake connection?

figured out my problem with filling the cooling system on my 69/427 with a/c, guess I had a senior moment, since the car has a/c the bottom hose coming out of the reservoir tank I had routed above the compressor to the waterpump instead of going under the compressor where it would gravity flow down to the water pump, now it fills like it should.
