69 jack
the jack I have has a date 9J27 stamped in the block were the worm gear goes through and a white sticker on its side with blue lettering. is this right for a Dec 69 build or is it a 79 jack?

That sounds like a 79 or 80 jack, not a 69. A 69 jack would have a 2 digit date code (a number for the year and a letter for the month), stamped into the side of the jack. Later jacks had the date stamped on the end block, and came with a warning label.
