There has been a lot of talk of the 383..
What is cheaper to build a 383 or a 400?
Which combination will make more power/ torque in the 1500-4500 rpm range?

Cubic inches will always make more power and torque. Depending on how much power you want to build is the cost factor. 400 blocks are getting rare as 350 blocks are as common as dirt. If you have a 400 block and it checks out good use it.
