Default Park brake issue

I am rebuilding the trailing arms on my 69 - going through them completely. I noticed when I reassembled the parking brake on the driver side (used all new parts) the front shoe at rest is not up against the center bolt and will not under any circumstances move any closer. The rear shoe is in good order. The bottom adjuster is all the way in. So of course when I mount the rotor it drags horribly. Does it sound like the brake lever is too long and I need to grind it (or the shoe contact point) down a bit. Never seen this before

Been researching this - some have complained that the stainless park brake kits don't fit exactly right. Maybe I should try the old GM lever and see it that is the problem?
