North, I have the same issue. My horns on my '75 are "intermittent" and I don't think both are functioning. I'm sure others will share their advice, but as they are very easy to access from underneath the front valance (at least on my car), I would remove them and bench test by hotwiring them to a 12 volt source. If they both work, then I would check backwards from there. I "think" there is a relay along the driver's side inner fender near the firewall, but it may depend on the year of car? I would dig into the steering column as a last resort. Just my thoughts though.

run straight power to the horns themselves to see if they work. A friend of mine had non working horns and they were full of road dirt and bugs. After a lot of intermittent tries they finally freed themselves up. then check the power to and from the horn relay as well as the fuse
