You need to remove the slack from the system. The star bolt in the middle of the column (under the horn button) actually screws to the lock ring on the column and when you turn it to the right hard, the screw pushes on a rod in the column that in turn pushes a key-way in the lower part of the upper column and locks the tele.
Remove the horn button, remove the two screws that lock down the star bolt. Tighten the star bolt with a large Phillips head screw driver until the tele is locked... you do this by turning it as hard to the right as you can. Then select two screw holes that are closest to the star bolt. Reinstall the two screws and test. You want to select two holes that allow you more travel toward locking.
